The way that he proposes to pay for this wonderful ponzi scheme is contained in the second pdf at the very, very bottom.

Allowing the tax cuts to expire for those making over 250k. That very small tax cut, which increased the actual revenue to the Fed, will pay for the plan even though it INCREASED Federal revenue. By comparison, if you allow those tax cuts to expire, then Federal revenue DECREASES. How will Barry decrease revenue, but pay for more programs with less money?
